Late Wednesday afternoon, the Clatter Café in Frostburg received the first new liquor license issued in Allegany County in 73 years. While liquor licenses are commonly transferred and carry a steep price- new licenses are rare. Allegany County Commissioners President Jake Shade tells WCBC News that Clatter, located at South Broadway, is getting a newly created license courtesy of a state and county effort. This new class "B-R" license is only available for restaurants that make over 50% of their revenue from food and non-alcoholic beverage sales. Only 2 of these licenses will be created each year….
