On Saturday, August 20, 2022 at approximately 5:49 PM, officers of the Cumberland Police Department responded to Canal Place in reference to an assault. Upon arrival, police contacted the caller as well as other witnesses. It was reported that a female was observed to be in distress and crying along the canal tow path. A witness observed a male subject, later identified as Nathan Tallman, strangle the female. A witness attempted to intervene and was assaulted by Tallman. Officers began searching the area in an attempt to locate Tallman and the female. An officer heard a female yelling for help and ran towards the location. The officer then located Tallman currently strangling the female. The officer attempted to place Tallman under arrest and was assaulted by Tallman. A struggle ensued between the officer and Tallman. Tallman was able to escape from the officer and fled towards the Potomac River. Tallman then swam across the river to West Virginia. The Mineral County Sheriff’s Office was notified of the situation and a deputy responded. Tallman was located laying in the grass along the river. Tallman again fled from officers and entered the river. Officers entered the river and were able to pull him from the river after struggling with Tallman again. Tallman was arrested and transported to Central Booking. He was later seen by a District Court Commissioner and remanded to the Allegany Detention Center without bond.
