On Thursday, April 11th, 2024, the Cumberland City Police arrested Richard David Potcner, 44, of Cumberland MD. Initially, officers had responded to the 100 block of Polk St in reference to a harassment complaint. During the investigation, Potcner was developed as a suspect. It was known to officers on scene that Potcner had an active warrant for his arrest. Officers on scene then observed Potcner on the front porch of a nearby residence and attempted to contact him. When he observed the officers approaching, he went inside the residence and locked the doors. Officers remained on scene, attempting to get Potcner to answer the door. Potcner eventually answered the door and he was informed by officers that he was under arrest for the warrant. At that time, Potcner attempted to slam the door on officers, and used his body to barricade the door and resist officers. Other officers then arrived on scene and were able to access the residence through a back door, taking Potcner into custody. He was taken before a District Court Commissioner for an Initial Appearance where he was remanded to the Allegany County Detention Center. He was held on a $5,000 bond.
The Arrest Warrant, issued by the Allegany County District Court, was for an incident that occurred on April 5th. During that incident, it is alleged that Potcner was operating a motor vehicle on Liberty St in the area of the downtown mall. Security footage in the area showed Potcner’s vehicle driving the wrong way through the closed construction area, causing damage to construction materials. The vehicle is then seen fleeing the scene. At an Initial Appearance on the warrant, Potcner was released on a $1,000 unsecured bond.
