On Thursday, October 23, 2025, the Cumberland Police Department arrested Charles Robin Woods, 63, of Cumberland, MD. Woods was arrested on an active Arrest Warrant issued by the Allegany County District Court for an incident that occurred on October 20, 2025. During that incident, Officers with the Cumberland Police Department responded to Martin's Market in the 700 Block of Park Street for the report of an assault. Upon arrival, Officers contacted a male victim and multiple witnesses who advised that Woods had initiated a disturbance inside the store over issues involving a service animal. During the incident, it is alleged that Woods began to yell obscenities at nearby subjects. When the male victim intervened, Woods approached the male and began to assault him. During the altercation, it is alleged that Woods displayed a knife to the victim, causing the victim to flee from the store in fear. As a result of the investigation, an application for charges was submitted with the District Court, and a warrant was issued for Woods' arrest. He was taken before a District Court Commissioner for an Initial Appearance, where he was remanded to the Allegany County Detention Center. Woods was later released on an unsecured $20,000 bond.

On Friday, September 13th, 2024, the Cumberland Police Department handled a complaint at headquarters where a victim advised they were assaulted. Through the investigation, it was learned the original incident occurred earlier in the morning at a residence in the 300 Block of Bond Street. Justin Demoss was identified as the suspect in the assault. Officers received information that Demoss was in the 700 Block of Park Street. Upon arrival to the area, Demoss was located inside a vehicle. Demoss was advised he was under arrest and ordered to exit the vehicle. Demoss attempted to exit the vehicle and flee from the Officers on scene. During his apprehension, Demoss resisted arrest and failed to obey Officers’ orders to comply. Once secured in a police vehicle, Demoss was taken before a District Court Commissioner where he was remanded to the Allegany County Detention Center without bond.

Charges: Assault 1st Degree, Assault 2nd Degree, False Imprisonment, Resisting Arrest, Disorderly Conduct.
