On Thursday, December 5th, 2024, the Cumberland Police Department responded to the 40 block of N. Centre St. for the report of a check on well-being. Upon arrival, officers located a male subject lying in an apartment building hallway. Officers awakened the subject, and determined that the subject did not have permission to be on the property.  He was instructed to gather his belongings and leave the premises. At that time, the subject became irate with officers and began to yell and cause a disturbance. After repeated requests to cease his disruptive behaviors, the subject refused to comply and continued to yell and threaten officers. As a result, Thomas Scannell Jr, 64, of Cumberland MD, was placed under arrest. He was taken before a District Court Commissioner for an Initial Appearance, where he was released on his own recognizance.
