Arrested: James William Roy Age: 40
Charges: 1st Degree Assault, 2nd Degree Assault, False Name to Avoid Prosecution, Obstructing & Hindering.
***Adult Arrest***
On Monday, June 24th, 2024, officers with the Cumberland Police Dept. were flagged down in the area N. Mechanic St by an injured male subject. Officers discovered that the male was suffering from a laceration to the neck and immediately called for emergency medical services. It was learned that the victim had been assaulted in the area of Baltimore St after an argument over a cigarette. The victim advised that after he refused to give the male suspect a cigarette, the man got angry and cut his throat. The suspect then fled the area on foot. The victim provided a detailed description of the suspect and was transported to a nearby medical facility for treatment. Officers continued to search for and were able to locate the suspect later in the evening. As a result, James William Roy, 40, of Cumberland MD, was placed under arrest. He was taken to the Allegany County Detention Center where he awaits his Initial Appearance at this time.

***Adult Arrest***
On Monday, June 24th, 2024, the Cumberland City Police arrested Robert W. Connolly, 38, of Cumberland MD. Connolly was arrested on an active Arrest Warrant issued by the Allegany County District Court for an incident that occurred on May 29th. During that incident, it is alleged that Connolly stole a four-wheeler from a Hansel Dr residence in Rawlings MD. He was taken before the District Court Commissioner for an Initial Appearance where he was released on his own recognizance.
