Although restoring highway user funds was a key component of Maryland Governor Larry Hogan’s transportation budget heading into this year’s general assembly session- once again lawmakers shot down the proposal. Since 2003 highway user revenues that have been diverted from the transportation trust fund to the general fund- with dollars originally targeted for local road and bridge projects now going toward mass transit projects. Delegate Mike McKay has seen the issue from both sides having served as a county commissioner prior to running for his current seat. As a commissioner he lobbied lawmakers to restore the local funds- and as a delegate he has fought the past two years to do just that. McKay says theres an agreement between the state and counties dating back to 1927 that pledges highway user funds for local projects- and the state reneged on that deal…
