On December 28th, 2024 at approximately 2:04 a.m. an officer observed a vehicle traveling the wrong way on Liberty Street and without the use of its headlights. The officer conducted a traffic stop on the vehicle and made contact with the driver, Lorraine Ann Blubaugh. Blubaugh showed signs of impairment and smelled of an alcoholic beverage. Blubaugh was offered Standardized Field Sobriety tests and based on the officer’s observations she was placed under arrest for suspicion of DUI/DWI. She was transported to CPD headquarters and issued citations prior to being released.
