On Friday, February 9th, 2024, the Cumberland City Police served a criminal summons on Richard Leo Lambert Sr, 73, of Cumberland MD. The summons was in reference to multiple incidents that occurred between January 15th, and February 5th, 2024, at an apartment building in the 200 block of Baltimore Ave. During these incidents, it is alleged Lambert indecently exposed himself in public areas of the building. Lambert was served the summons and released, pending trial in District Court.

Charges: Indecent Exposure x4, Disorderly Conduct.

On Friday, November 24, 2023 at approximately 9:21 AM, an officer of the Cumberland Police Department was patrolling the business plaza on Queen City Drive when he observed Damian Seltzer walking on the property.  The officer had prior knowledge that Seltzer was barred from the property. The officer lost sight of him and began searching the area.  Police were then dispatched to the same area for a male subject exposing himself to the public.  It was determined that Seltzer was the subject exposing himself.  Seltzer was located and arrested.  He was then transported to Central Booking.  He was later seen by a District Court Commissioner for his bond hearing.  Seltzer was held at the Allegany County Detention Center on a temporary commitment-recalcitrant.
