George Washington Headquarters arrests

On Thursday, October 10th, 2024, officers with the Cumberland City Police Department conducted increased patrols in the area of George Washington Headquarters and the Western Maryland Train Station due to multiple citizen complaints and reports of nuisances to the public. During the patrols, multiple violations were observed which resulted in the arrests of three individuals. During each incident, the subjects were issued Criminal and/or Civil Citations and released pending trial.

Name: Angela Deanne Guinn                           Age: 57   Cumberland, MD.
Charges: Possess Open Container of Alcohol, Littering.

Name: Brian Edward Conn                           Age: 54   Cumberland, MD.
Charges: Possess Open Container of Alcohol, Indecent Exposure.

Name: Jacob Allen Baker                           Age: 35   Cumberland, MD.
Charges: Trespass-Posted Property, Possession CDS Paraphernalia.
