On 3/31/23 at 0657 hours, officers of the Frostburg Police Department were dispatched to the area of Armstrong Avenue @ Delano Avenue for the report of a motor vehicle vs. pedestrian collision. Allegany County EMS and Frostburg Fire Department also responded.
Investigation at the scene revealed that a 2016 Chevy Truck, operated by a 56 year old male from LaVale, had been traveling N/B on Armstrong Avenue and stopped at the 4 way stop sign at the intersection of Delano Avenue. After stopping, the vehicle made a right hand turn onto E/B Delano Avenue, at which time, an 11 year old female pedestrian was sitting in the roadway waiting for her school bus. She was seated in a position with her back facing oncoming traffic turning on Delano Avenue from Armstrong Avenue.
Due to the position of the pedestrian, shrubbery at the intersection partially obstructing visibility between the driver and seated pedestrian, along with the low light environment prior to sunrise, the driver was unable to observe the pedestrian sitting on Delano Avenue. When making the right turn, the front of the truck is believed to have collided with the back left side of the pedestrian, causing non-life threatening injuries. There was no damage to the vehicle driven.
As a result of the crash and suspected injuries, the 11 year old female victim was flown, via Trooper 5, to Ruby Memorial Hospital in Morgantown, WV. Prior to transport, she communicated to officers that she had been sitting in the roadway with her back facing traffic that would be traveling E/B on Delano Avenue. The juvenile's parents were at the scene prior to medical transport.
No suspicious circumstances were observed on scene and no charges have been filed as of this time. The incident remains under investigation.
