On October 13th, 2022 officers of the Cumberland Police Department served an Arrest Warrant on Quincy Ross. The Arrest Warrant was issued by the District Court stemming from an incident that occurred on September 15th, 2022. During the incident officers responded to the 400 block of Pine Avenue for a reported disturbance. Upon officer’s arrival they spoke with several parties and learned that a dog may had been injured at the residence. The officers were able to locate a dog deceased and after further investigation it was learned that the cause of death was from abuse. Officers continued their investigation, obtained statements from witnesses, and completed an application for charges against Ross leading to this Arrest Warrant. Ross was taken before a District Court Commissioner where he was held without bond.
Arrest: Quincy Rashawn Michael Ross, age 20, Cumberland Maryland.
Charges: Aggravated Cruelty to an Animal, and Animal Cruelty.
