Cumberland Making City-Owned Real Estate Available for Purchase

The City of Cumberland is making City-owned real estate available for purchase through three different Sealed Bid Sale Processes. The application process for these programs evaluates the vision and plan for a property in combination with an offer price. The goal of the program is to return properties to the private sector for their highest and best use. 

Sale 1: This bid offering is for a duplex at 107-109 S. Allegany Street. As
a condition of the sale of this property, the winning bidder will be required
to complete the renovation process within a prescribed time frame, after
which they will be eligible to receive a full refund of the original bid
amount. In addition, once all rehabilitation work is completed (within the
required time frames), all third-party inspections (rough framing, electrical
and plumbing) and a final occupancy inspection passed, the property
owner is eligible to receive a 50% matching grant, sponsored by the City
of Cumberland, up to a total of $25,000.
Sale 2: This bid offering is for a warehouse building located at 502
Regina Avenue. This 2,800 square foot warehouse building currently sits
in an Urban Residential (R-U) Zone and would require an application and
hearing through the Board of Zoning Appeals to be returned to
commercial operation. There is a minimum bid required on this building.
Sale 3: This bid offering includes nine properties, encompassing eight
lots and one property with a structure, considered to be a candidate for
rehabilitation. The proposed use for these lots will vary between
“Buildable- Residential” to “Adjacent Lot”. It is the responsibility of the
bidder to verify that their intended use of the property would be permitted.
Bidding closes on Wednesday, March 30, 2022. Interested bidders must
obtain the bid packets from the Community Development Department in
City Hall and must place bids utilizing the forms included in the packets.

Sealed proposals addressed to the Mayor and City Council will be received at the office
of the City Clerk, City Hall, Cumberland, Maryland 21502, until but not after 2:00 p.m.,
local time, on Wednesday, March 30, 2022. Proposals will be opened and read at 2:30
p.m. on that date in the City Hall Council Chambers.
