On Wednesday, March 20th, 2019 a Cumberland Police Officer was on patrol in the area of Greene Street when the driver of a white-in-color vehicle with West Virginia registration was observed committing a traffic violation. The officer stopped the vehicle for the violation and spoke with the driver making him aware for the reason of the stop. While checking the driver’s information, a Cumberland K-9 officer arrived to assist with the stop. A K-9 scan was performed, and positive indication for the presence of CDS within the vehicle resulted in a search of the vehicle and occupants. A quantity of heroin and CDS paraphernalia were recovered in the area where passenger; Katherine Ann Martin was seated. Martin was arrested and charged with possession of heroin, possession of controlled CDS paraphernalia, and possession of CDS paraphernalia. The driver of the vehicle was issued a warning for the traffic violation and was released. Martin was taken before the District Court Commissioner and remanded to the Allegany County Detention Center held on a $2,500 bond.

On Wednesday, March 20th, 2019 the Cumberland Police Department served a criminal summons on Stephanie Lynn Kesler for 4th degree burglary and disturbing the peace. The summons was issued by District Court in reference to an incident that took place on March 20th, 2019 at a Stewart Avenue residence. On that date, Cumberland Police responded to the report of a breaking and entering in progress on Stewart Avenue. When officers arrived, Kesler was seen running from the residence and was detained. Officers, after speaking with the home owner, determined that Kesler forcefully entered the residence through the front door. Kesler was issued copies of the charging documents and was released pending trial at District Court.
