Two years after casting the lone dissenting vote against a contract with the developer of the proposed Cumberland Gateway plaza, City Councilman Eugene Frazier is now expressing support for the project. Five years of talks have resulted in an announcement of a groundbreaking for the commercial plaza in the Rolling Mill area, and during discussions this week, Frazier said he was excited to see the effort finaly coming to fruition. His preliminary concerns centered on the developer having too much say over the businesses to locate there, as well as the possibility of the city utilizing eminent domain powers to force remaining property owners to sell. Frazier now says the actual start of construction should serve as incentive for the remaining holdouts to reach a deal to sell their properties…
