U.S. Senator Benjamin Cardin of Maryland will be the presiding officer Wednesday afternoon when Israeli Prime Minister Benjamin Netanyahu speaks to Congress. The veteran Maryland lawmaker garnered the assignment as many Democrats are boycotting the speech, including Vice President Kamala Harris, the constitutional presiding officer of the Senate. Cardin is the chair of the Senate Foreign Relations Committee.
