On Friday an officer of the Cumberland Police Department conducted a foot patrol in the 300 block of Independence Street when they observed Francesca Troutman, who they knew had an active arrest warrant. They advised Troutman she was under arrest and she began to run from the officer. After a foot pursuit Troutman was apprehended and after a search incident to arrest a quantity of controlled dangerous substances were located. Troutman was then transported for her initial appearance before District Court Commissioner where she was held on a total of $10,000.
Arrest: Francesca Marie Troutman, age 25, Oldtown Maryland.
Charges: Bench Warrant Failure to Comply, Possession not Marijuana, Disorderly Conduct, Resisting Arrest.
Controlled Dangerous Substance Arrest
An officer of the Cumberland Police Department conducted a traffic stop on a vehicle and contacted the operator, Mark Beaulieu. The officer observed criminal indicators, and requested a K-9 to respond. A positive alert was indicated and after a subsequent search of the vehicle and his person a quantity of a controlled dangerous substance was located. Beaulieu was then issued a criminal citation and was released pending his initial appearance at District Court.
Arrest: Mark Wallace Beaulieu, age, 53, Lavale Maryland
Charges: Possession not Marijuana.
Assault Arrest
Officers of the Cumberland Police Department responded to the 300 block of Frederick Street for a report of a male wielding a knife and yelling in the street. Upon officers arrival they spoke with an assault victim who advised that Christopher Maistros had struck them in the head with a blunt object that caused them to lose consciousness. Officers were able to observe injuries to the victim consistent with their statement and spoke with witnesses who corroborated the statement. Maistros was placed under arrest and later taken before a District Court Commissioner where he was held without bond.
Arrest: Christopher Nathan Maistros, age 40, Cumberland Maryland.
Charges: Assault 1st Degree, Assault 2nd Degree, Disorderly Conduct.
Arrest Warrant Served
On March 25th, 2022 an officer of the Cumberland Police Department served three arrest warrants on Timothy Ryan. The arrest warrants were issued by the District Court, two of them being for failure to comply. The third arrest warrant stemmed from a threat of arson incident on March 5th, 2022. During the incident officers responded to Fayette Street address and spoke with the victim, who advised Ryan had made threats to burn the residence down, and charged at the victim. When the victim advised Ryan they were calling the police he attempted to strike the victim before fleeing the residence.
Arrest: Timothy Dale Ryan Jr, age 35, Cumberland Maryland.
Charges: Two Bench Warrants for Failure to Comply, Two Counts of Arson Threat, Assault Second Degree, and Disturbing the Peace.
Arrest Warrants Served and Paraphernalia Arrest
On March 25th, 2022 officers of the Cumberland Police Department conducted a traffic stop on a vehicle on Cumberland Street, and contacted the operator John Brennan, a passenger, and a second passenger identified as Demond Scott. The officers knew Scott to have six active arrest warrants and placed him under arrest. During a search incident to arrest officers located an item of paraphernalia on his person. Officers further conducted their investigation and subsequently searched the vehicle, locating additional items of paraphernalia, and placed Brennan under arrest. Brennan was issued a criminal citation and was released pending his trial at District Court. Scott was served the arrest warrants, as well as a criminal summons, and was taken before a District Court Commissioner where he was held without bond
Arrest: Demond Arthur Scott Sr, age 34, Cumberland Maryland.
Charges: Two Counts of Theft $100 – $1,500, Theft Less Than $100, Two Counts of Assault Second Degree, Two Counts of Burglary 4th Degree, Driving Without a License, Malicious Destruction of Property, Possession of Paraphernalia.
Arrest: John Tyler Brennan, age 30, Cumberland Maryland.
Charges: Possession of Paraphernalia.
Trespassing Arrest
On March 25th, 2022 officers of the Cumberland Police Department responded to the 600 block of Sedgwick Street for a report of several individuals entering the old Allegany High School. Upon officers arrival a search of the building was conducted and Justin Douglas, Darius White, and a juvenile were located inside the school. All three were charged with trespassing and released pending their trials.
