On Saturday, June 8, 2024 at approximately 1:08 PM, officers of the Cumberland Police Department responded to a residence in the 400 block of Baltimore Avenue for a male subject with violent tendencies. The caller wanted him to leave the property. Police arrived and contacted the male subject who was identified as Garrett Flanagan-Wagaman. Flanagan-Wagaman was armed with brass knuckles. He was ordered to put down the brass knuckles to which he complied. Police then contacted an assault victim who had sustained significant injuries. Officers were informed that Flanagan-Wagaman had assaulted the victim the previous day. After further investigation, Flanagan-Wagaman was arrested and transported to Central Booking. He was later seen by a District Court Commissioner and remanded to the Allegany County Detention Center without bond.

On February 15th, 2024 at approximately 4:05 am officers of the Cumberland Police Department responded to the 300 block of Baltimore Avenue for a reported assault. Upon officer’s arrival they spoke with Jennifer Brooks, who advised that she had assaulted the victim of this incident, and that the victim had fled the area. Officers were able to locate the victim who advised that Brooks had struck them in the face with a closed fist. Officers observed evidence of the assault and Brooks was placed under arrest. She was taken before a District Court Commissioner where she was released on her own recognizance.
Arrest: Jennifer Lynn Brooks, age 43, Cumberland Maryland.
Charge: Assault Second Degree, Child Abuse Second Degree.
