West Virginia State Police have issued an arrest warrant in connection with the death of a Keyser woman September 1. Emma Julianne Westover, 22, was found dead in a vehicle near Antioch and police said the cause of death was determined to be homicide. Police said William Blondell Ludwick III, 33, will be charged with first-degree murder, use of a firearm during the commission of felony, grand larceny and felony destruction of property.
Ludwick is currently incarcerated in Ohio and will be returned to Mineral County at a later date.
