On Saturday, October 26, 2024, Officers of the Cumberland Police Department were on a routine foot patrol in the area of the Western Maryland Train Station when they observed an intoxicated male surrounded by alcoholic beverages. The male was identified as Steven Horn and was found to be violating the Cumberland City Ordinance prohibiting open containers of alcoholic beverages. Horn was issued a civil citation and advised to clean up the discarded containers before being released.
