On 09/07/2023, at approximately 0130 hours, Deputies conducted a traffic stop on Interstate 68, near Cumberland MD. During the stop, Deputies observed several factors that led them to believe the occupants were engaged in criminal activity, and K9 Udo was called to the scene to assist. Udo was deployed to the exterior of the vehicle and gave a positive alert to the odor of narcotics. A search of the vehicle revealed a large amount of suspected fentanyl, which was packaged in a manner consistent with distribution. Pursuant to the investigation on scene, Deputies arrested and charged Christine E. Kramer, and Sean C. Donaghy, both of New Jersey, with the following:

- CDS PWID NARC
- CDS IMPORT INTO STATE
- CDS POSS LG AMNT
Preliminary testing of the suspected fentanyl indicated it was mixed with xylazine, otherwise known as “Tranq”. Xylazine and fentanyl drug mixtures place users at a higher risk of drug poisoning. Because xylazine is not an opioid, naloxone (Narcan) does not reverse its effects.
Both Kramer and Donaghy were remanded to the Allegany County Detention Center to await their initial appearance.
