Warrants and Arrests 10-16-24

David Lee Sheppard, 43 of Mt Savage, was served a District Court Bench Warrant for Violation of Probation. His original conviction was for CDS: Possession-Not Cannabis where he received a 1-year suspended jail sentence and 2-years Supervised Probation. He is being held at the Allegany County Detention Center on other matters at this time and his bail for this case will be set by the court commissioner.

Douglas Charles Noipoom, 35 of Cumberland, was served a Glen Burnie District Court Bench Warrant from Anne Arundel County for Failure to Appear. A mandatory court appearance is required for the charge of Knowingly Driving Uninsured Vehicle. Noipoom has additional charges including Directing and Permitting Highway Vehicle Operation Contrary to Law, Failure to Attach Vehicle Registration Plates at Front and Rear, Failure to Securely Fasten, Properly Place, Position Registration Plate to Vehicle, Failure of Individual Driving on Highway to Display License to Uniformed Police on Demand, and Failure to Display Registration Card Upon Demand by Police Officer. A $5,000 bail has been set in this case.

Austin Franklin Lapp, 28 of Frostburg, was arrested on two (2) District Court Bench Warrants for Failure to Appear. Members of the Allegany County Combined Warrant Unit observed Lapp walking on Rock Street at Front Street in Westernport. Members of the Warrant Unit had prior knowledge that Lapp was wanted on two arrest warrants. Lapp was placed under arrest without incident. Original Charges for each warrant include: #1 – CDS: Possess-Not Cannabis and #2 – Assault-2nd Degree. The issuing judge has set a $1,500 bail for #1 and $2,500 bail is set for #2. Lapp was searched incident to arrest. Located in Lapp's possession was a large quantity of suspected Methamphetamine and Fentanyl, as well as drug Paraphernalia. Additional charges were filed including 2 counts of CDS: Possess-Not Cannabis, 2 counts of CDS: Possession With Intent to Distribute: Narcotics and CDS: Possession Paraphernalia. 

Brain Matthew Rooney, 39 of Westernport, was served a District Court Bench Warrant for Failure to Comply. His original charge is for CDS: Possession-Not Cannabis.

Members of the Allegany County Combined Warrant Unit observed a subject, who appeared to be Brian Matthew Rooney, riding a bicycle on Johnston Street in Westernport. A member of the Warrant Unit positively identified the bike rider as Brian Rooney. Rooney attempted to flee on his bicycle into West Virginia, but members of the Warrant Unit blocked Rooney on the bridge leading into Piedmont, WV where he was placed under arrest. In the search incident to arrest, Rooney was found to be in possession of CDS and drug paraphernalia. Additional charges were filed including Obstructing & Hindering, CDS: Possession Paraphernalia, and Resisting Arrest. He is being held without bond at this time pending a bail review in District Court.
