How to deal with decaying conditions and vagrant use of the Baltimore Street railroad underpass were reviewed at the Cumberland Mayor and Council work session. The underpass is owned by CSX and maintained by the city. The most likely scenario will be to close the underpass temporarily while it is deep-cleaned and then evaluate its long-term viability. “So I know we talk about the underpass a lot and we spend a lot of time and effort up there trying to police it. I will tell you that in the last 4 or 5 months it’s gotten what I consider to be out of hand. I talked to Devin Burke and his crews. They’ve cleaned it every day for the past four months.”
